Leading CAP 360 is Kolleen Kirk, an accomplished business leader whose career brings together the worlds of law, environmental stewardship and manufacturing.
Kolleen holds a Juris Doctor degree and built the early part of her career in environmental and natural resources law, working across both the public and private sectors.
That experience remains an invaluable part of the strategic perspective she brings to business—particularly when navigating complex regulatory, environmental, operational, and commercial challenges.
She has extensive experience in manufacturing and business operations, giving her firsthand insight into what it takes to turn technical ideas into practical, scalable solutions in the real world.
Beyond her professional work, Kolleen is actively engaged in Ohio’s civic and political community, supporting political fundraising efforts and building relationships with business, community, and government leaders across the state. She is particularly passionate about the role Findlay and Northwest Ohio can play in strengthening the nation’s defense industrial base and advancing the region as a growing center for defense manufacturing, innovation, and opportunity. Her involvement reflects a broader commitment to public policy, economic development, and creating opportunities that strengthen both Ohio communities and the country they serve.

Tammy Zsembik

Tammy Zsembik is a relationship-driven leader who thrives on solving problems, navigating complex challenges, and bringing people together to get things done. As Executive Vice President and Chief Operating Officer of CAP 360, she is passionate about federal contracting and considers it a privilege to serve our country through the work CAP 360 performs. She especially enjoys building relationships with manufacturing partners—both longtime partners and those just beginning a relationship with CAP 360—and is energized by discovering new capabilities, new solutions, and new opportunities to work together.
Tammy’s greatest joy is her family. She is a proud mother of two adult children, a grandmother, and wife to her husband, Jay, and some of her favorite everyday moments are simply spent with Jay and their Doberman Pinscher, Titus. Her absolute favorite tradition is a beach vacation with their combined families—a time they all look forward to being together, laughing, relaxing, and making memories. When she’s not planning the next trip to the beach, Tammy loves live concerts and is equally happy decompressing at home with good music or something worth streaming. She believes the best parts of life—and business—are built on great people, strong relationships, shared experiences, and the willingness to say, “Let’s figure it out.”

Emily Zagar supports quality, compliance, and day-to-day operations to help keep projects running smoothly and efficiently. With a Bachelor of Science in Animal Science and a naturally detail-oriented mindset, she enjoys solving problems, improving processes, and finding practical solutions that support both customers and colleagues.
When she’s not at work, Emily can usually be found spending time with her family, planning her next travel adventure, curled up with a good book, or loving on anything with four legs and a tail. She believes that curiosity, compassion, and a little bit of humor go a long way, both in business and in life.
Josh McGee
Director of Contract Compliance

Joshua McGee has been part of the Cap 360 LLC team for nearly two years, helping connect federal government opportunities with the right manufacturers and suppliers. Drawing on his U.S. Air Force experience in Air Transportation and a career rooted in warehousing and customer service, Joshua specializes in identifying new contract opportunities, building strong supplier relationships, navigating federal compliance requirements, and finding creative solutions when challenges arise. He enjoys the fast-paced nature of government contracting, where adaptability, problem-solving, and the ability to pivot are all part of the job. Outside of work, Joshua enjoys traveling, playing golf, and, most importantly, spending time with his family.
